In value terms, approvals rose by N$194.1 million to N$327.7\nmillion in October from N$133.6 million worth of approvals in September. A\ntotal of 65 building plans were completed at a value of N$54.8 million in\nOctober, a decrease of 73.4% y\/y in number and 50.1% y\/y in value of\ncompletions. Year-to-date, N$1.54 billion worth of building plans have been\napproved, 9.6% lower than the comparative period a year ago. On a twelve-month\ncumulative basis, 2,173 building plans were approved worth approximately N$1.83\nbillion, 1.2% higher in value terms than approvals at the end of October 2019.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"891\" height=\"425\" src=\"https:\/\/ijg.net\/research\/wp-content\/uploads\/2-143.png\" alt=\"\" class=\"wp-image-26231\" srcset=\"https:\/\/ijg.net\/research\/wp-content\/uploads\/2-143.png 891w, https:\/\/ijg.net\/research\/wp-content\/uploads\/2-143-300x143.png 300w, https:\/\/ijg.net\/research\/wp-content\/uploads\/2-143-768x366.png 768w, https:\/\/ijg.net\/research\/wp-content\/uploads\/2-143-250x119.png 250w, https:\/\/ijg.net\/research\/wp-content\/uploads\/2-143-150x72.png 150w\" sizes=\"auto, (max-width: 891px) 100vw, 891px\" \/><\/figure>\n\n\n\n<p style=\"text-align:justify\">The largest number of building plan\napprovals in October was made up of additions to properties. 186 additions to\nproperties were approved with a value of N$67.0 million, 25.7% higher in number\nand 15.5% more in value terms than in September. Year-to-date 1,352 additions\nto properties have been approved with a total value of N$578.4 million, a 3.4%\ndecline in number and 11.9% y\/y decrease in value. 17 additions worth N$15.1\nmillion were completed during the month. Year-to-date 856 additions have been\ncompleted with a combined value of N$439.3 million, down 16.7% y\/y in number\nand 8.0% y\/y in value terms.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"885\" height=\"406\" src=\"https:\/\/ijg.net\/research\/wp-content\/uploads\/3-144.png\" alt=\"\" class=\"wp-image-26232\" srcset=\"https:\/\/ijg.net\/research\/wp-content\/uploads\/3-144.png 885w, https:\/\/ijg.net\/research\/wp-content\/uploads\/3-144-300x138.png 300w, https:\/\/ijg.net\/research\/wp-content\/uploads\/3-144-768x352.png 768w, https:\/\/ijg.net\/research\/wp-content\/uploads\/3-144-250x115.png 250w, https:\/\/ijg.net\/research\/wp-content\/uploads\/3-144-150x69.png 150w\" sizes=\"auto, (max-width: 885px) 100vw, 885px\" \/><\/figure>\n\n\n\n<p style=\"text-align:justify\">New residential units were the second largest contributor to the number of building plans approved with 115 approvals registered in October, 30 more than in September. In value terms, N$242.9 million worth of residential units were approved in October, an increase of 35.3% m\/m and 224.9% y\/y. Year-to-date 506 new residential units have been approved worth N$666.2 million, an increase of 60.1% and 36.0% compared to the same time last year. 47 Residential units valued at N$39.3 million were completed in October bringing the year-to-date number to 639, up 151.6% y\/y. In value terms this is an increase of 183.0% y\/y to N$992.5 million.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"882\" height=\"418\" src=\"https:\/\/ijg.net\/research\/wp-content\/uploads\/4-140.png\" alt=\"\" class=\"wp-image-26233\" srcset=\"https:\/\/ijg.net\/research\/wp-content\/uploads\/4-140.png 882w, https:\/\/ijg.net\/research\/wp-content\/uploads\/4-140-300x142.png 300w, https:\/\/ijg.net\/research\/wp-content\/uploads\/4-140-768x364.png 768w, https:\/\/ijg.net\/research\/wp-content\/uploads\/4-140-250x118.png 250w, https:\/\/ijg.net\/research\/wp-content\/uploads\/4-140-150x71.png 150w\" sizes=\"auto, (max-width: 882px) 100vw, 882px\" \/><\/figure>\n\n\n\n<p style=\"text-align:justify\">5 New commercial units, valued at\nN$18.0 million, were approved in October, bringing the year-to-date number of\ncommercial and industrial approvals to 38, worth a total of N$295.0 million. Bar\none month, the number of approvals for commercial and industrial properties has\nbeen languishing in single-digit territory since September 2016 and has an\naverage approval rate of fewer than 4 approvals per month over the last 12\nmonths. On a rolling 12-month basis, the number of commercial and industrial\napprovals increased to 46 units, worth approximately N$314.8 million, a\ndecrease of 43.6% in value terms from the period ending October 2019. One\ncommercial building plan was recorded as completed in October, valued at N$400,000.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"893\" height=\"429\" src=\"https:\/\/ijg.net\/research\/wp-content\/uploads\/5-121.png\" alt=\"\" class=\"wp-image-26234\" srcset=\"https:\/\/ijg.net\/research\/wp-content\/uploads\/5-121.png 893w, https:\/\/ijg.net\/research\/wp-content\/uploads\/5-121-300x144.png 300w, https:\/\/ijg.net\/research\/wp-content\/uploads\/5-121-768x369.png 768w, https:\/\/ijg.net\/research\/wp-content\/uploads\/5-121-250x120.png 250w, https:\/\/ijg.net\/research\/wp-content\/uploads\/5-121-150x72.png 150w\" sizes=\"auto, (max-width: 893px) 100vw, 893px\" \/><\/figure>\n\n\n\n<p style=\"text-align:justify\">During the last\n12 months, 2,173 building plans have been approved, increasing by 11.6% y\/y. These\napprovals were worth a combined N$1.83 billion, an increase in value of 1.2%\ny\/y. The last 3 months have seen a steady uptick in the 12-month cumulative\nnumber of plans approved in the capital, but the growth in the cumulative value\nof plans approved have been lagging, for the most part, indicating that the\nplanned construction activity will mostly consist of smaller building projects.\nThe cumulative value of plans approved is still trending downward from a longer-term\nperspective, as the graph above indicates. <\/p>\n\n\n\n<p style=\"text-align:justify\">The value of\nplans completed has however recovered more significantly as can be seen in the\nbelow figure, although as we have cautioned in the past, this could simply be\ndue to a completions backlog (paperwork backlog) which is now being processed\nby the City of Windhoek, making it difficult to say when the actual\nconstruction activity took place. <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"909\" height=\"397\" src=\"https:\/\/ijg.net\/research\/wp-content\/uploads\/6-65.png\" alt=\"\" class=\"wp-image-26235\" srcset=\"https:\/\/ijg.net\/research\/wp-content\/uploads\/6-65.png 909w, https:\/\/ijg.net\/research\/wp-content\/uploads\/6-65-300x131.png 300w, https:\/\/ijg.net\/research\/wp-content\/uploads\/6-65-768x335.png 768w, https:\/\/ijg.net\/research\/wp-content\/uploads\/6-65-250x109.png 250w, https:\/\/ijg.net\/research\/wp-content\/uploads\/6-65-150x66.png 150w\" sizes=\"auto, (max-width: 909px) 100vw, 909px\" \/><\/figure>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A total of 306 building plans were approved by the City of Windhoek in October, 72 more than in September.
